If you purchase the tire(s) at the same place you mount & balance them, it should be no more than $10 per tire (I even remember Costco charging $5 a few months ago). However, if you go to a gas station or independent auto repair facility it can cost up to $20 per tire. If you pay more than $20 per tire, you've paid too much.

Other places will soak you for quite a large fee for mount and balance when you either purchase the tires or have them changed. Caveat Emptor

You have to mount ANY tire . It won't do you much good unless it's on a wheel (rim) -that's what mounting is. Balancing is essential on front tires to avoid high speed wobble and bounce. -On rear tires not really necessary, but preferable.
