Fluid Ounces are a unit of volume, so the actual weight will vary greatly depending on the liquid. 16 fluid ounces of Mercury would weight a lot more than a pound! And gasoline or oil would weight less than a pound.

In the US ,a US fluid ounce of water weighs about 1.04 ounces of weight ( avoirdupois), so that is pretty close, but not exact. In the UK, a Briish imperial ounce of water does weigh exactly 1 ounce of avoirdupois weight.

Not sure what liquid would weigh exactly one ounce per US fluid ounce; oil floats on water but weighs about 0.96 ounce; alcohols are a lot lighter.

It depends somewhat on the type of Milk. However, generally milk is between 80-90% water so for 16 ounces we're talking 12.8 - 14.4 ounces of water.

No. 24 of anything is generally 50% more than 16 of the same thing.

That rough rule of thumb apples exactly in the case of liquid measure.
