That is a subjective question and it depends on your abilities as an artist as well as your aspirations (do you want to be a professional or an amateur?) But I think that most would agree with me when I say that if you really want to become an artist, you will NEVER stop needing to practice.
You will need a medical degree. That normally takes four years. Then there is a residency which varies to some extent. Then you can go into practice for yourself.
yes
none
well it all depends, if you want to become a professional artist. but i would say at least 6 years!

Drawing is a skill that develops over a lifetime. It takes dedication and practice to become good at what you do. There is no set amount of time that guarantees a student will become good enough to become an "artist, as in everything else, some people have a natural affinity for the observation that is the hallmark of a good artist. Even in those who are simply out to master the techniques of drawing there is no set time. Perseverance will eventually get each person to their own highest competency and practice, practice, practice is the only way to keep your "hand in".
yeah, it just depends on what kind of art we're talking about.
lots of practice, time , and money
