On average they get 8 feet of snow a winter and they get 100 days of rain only 6 months of sunny skies.
In other words from late October to aprx. late April, a lot of "Dark Cloudy days". with days of of partially cloudy days in May and early June. Unless it one of those wet summers that they seemto get in the NW every 5 or 6 years.

Without question that would be in the Seattle area or in the lower elevations in the peninsula. Eastern WA gets very hot in the summer and can get quite cold in the winter with some snow, while western WA has its temperature moderated by the ocean. It does get some snow, but you can't avoid that in the state. Perhaps around Vancouver (across the river from Portland) would have the best climate for you.
