It really depends on a lot of things:
-what you class as 'fluent' (what levels of formality, how many words - eg. common or uncommon words)
-whether you are in Japan, immersed and surrounded by the language
-whether you are studying it under guidance of a tutor, teacher or lecturer
-whether you are studying it seriously, or as a hobby
If you are in Japan, you will probably be able to learn the language fluently in less than a month (common words, plus some uncommon words). But it is likely you will still have a lot of difficulty READING the language. Speaking it is SO much easier!
If you are studying it, you can learn it in 2 years if you apply yourself to it.
If you are trying to teach yourself, set yourself a schedule and stick to it! And pay for a tutor at least once a month to help you sort out what you should be learning, and to give you some speaking practice.
Alternatively, you can become addicted to anime, and learn to SPEAK the language (very informally/casually) in under three months, depending on how greatly you are addicted. I'd suggest starting with Ouran High School Host Club, Inuyasha, Detective Conan, Fruits Basket, or with movies such as Spirited Away and Howl's Moving Castle... yeah, I can speak the language confidently now haha!
