Yes if they are able to lap it up on their own. It is best to only offer after their eyes have opened and secondary to mothers milk. If the mother is still letting them nurse that is the best nutrition for them, but if they have some water too it won't hurt them. You should always have water available for the mother dog so she doesn't become dehydrated, and sometimes puppies will find this water on their own.

∙ 15y agoI would give them puppy formula. Puppies need all of the calories that they are capable of consuming. If you think the puppies are dehydrated, TAKE THEM TO THE VET!!!
