The U.S. Census Bureau takes a count of the population once every 10 years. They also include military personnel who are serving out of the country. If the family is with them, they are counted as well.

The US Census is held every 10 years. However, estimates are given each year by the Census Bureau. The Census Bureau even has a US Population Clock, giving estimates every second of the day.
The National Census Bureau is responsible for maintaining the census database. A population census can take over a year to complete. The census statistics will show the current population of the town or city and how it has grown or not over the past ten years.

The number of representative in the U.S. House of Representatives is fixed at 435. Every 10 years the U.S. Census Bureau takes a census of the population in each state. The 435 representatives in the U.S. House of Representatives is then reapportioned among the 50 states based on the population in each state. The next U.S. Census will take place in 2020.
