As long as you have a drivers license, you can drive anything not requiring CDL :) Most insurance agencies will not insure a driver for an ambulance or fire company though until they are at least 21 with 3 years driving experience. But some companies will let 18 year olds drive. It's a matter of company policy and insurance liability.
