It's not hard, but it sometimes can be.
For me, it happened earlier today when I attempted a jailbreak. (Which is probably the stupidest thing I've ever attempted.)
This is best if you have synced your device to your PC recently.
When connecting the device to your computer, open iTunes. There should be an error message saying you need to restore your iPhone/iPod to factory settings before it can be used.
You can hit restore and erase your device.
HOWEVER, when I did this, the problem still existed. So I took my device to Apple. They reset it, and that didn't work, so they gave me a new device. It was free for me because the device was still under its warranty.
After you return to iTunes, and plug the new device into your PC, It should say "Let's get started." Continue to the step that gives you the option to restore from a backup or install a new iPhone/iPod. Select RESTORE FROM A BACKUP.
This process will take approx. 10-15 mins.
Afterwards, they device will restart, and you can re-sync.
The good thing about this process is that you won't lose settings, in-app progress, or in-app purchases.
