There are 2 basic ways to shelter a horse. A stall with or without a paddock and a shelter left open and the horse can choose if and when he wants to use it. The only way to actually make him stay in his shelter is to enclose him entirely. In other words, lead him in and shut the door. For show horses it is easier to keep the horse in a stall during bad weather. But the stall must be cleaned frequently and that's a lot of extra work that some people would rather avoid. If you don't need to keep your horse clean it is fine to put him in the free choice shelter. Some horses don't mind the rain. Most horses don't like the wind. With free choice shelter if he wants to stand in the rain its his decision. If he does like to be out in the rain just make sure that he has one dry place where he won't have to stand in mud and wet ground.
