It is a good question, but the reactions of both the responsible party and the governmental agencies are big unknowns.

There are five countries that surround the Caspian sea, and they have signed the Tehran convention, pledging cooperation on environmental issues. Potential oil spills and natural oil seeps are a real concern.

One aspect that made the BP oil spill so devastating was that oil was flowing at very high rates, estimated at 53,000 bbls/day that could not be stopped for approximately 100 days. I do not know if similar wells exist in the Caspian sea area.

Hopefully, the governments will recognize that they must be very prepared for oil spills, from pipelines, tankers and wells. The fishing industry is vital to the area. Once habitats and ecosystems are damaged, restoration is difficult and in some cases impossible. (see links)
