Simply set the multi meter on DC voltage, which is denoted by a line with dotted lines under it. Then place the red lead on the positive side of the bulb and the black lead on the negative side. If you do this incorrectly it will be a negative number but the same number if the leads are reversed.

If you have a bad bulb the meter will show all zero´s. Otherwise you´ll get something like 0.01 which is a good indicator for a working bulb.

The voltage across the light bulb will be the same voltage as the supply. Regardless of whether the bulb is good or bad the voltage potential will still be there. You are measuring voltage not amperage.

A multimeter does not measure voltage. A voltmeter measures voltage. It might be part of another meter and contained within another meter, but it is still a voltmeter. The simplest way is to use an old mechanical volt meter. This uses a galvinometer and a known resistance. You attach one contact of the galvinometer to the resistor and one to either the positive or negative terminal. Then you attach the other end of the resistor to the other terminal. The galvinometer then goes to one the high side when connected and drops to zero when not connected. (Direct current is the easiest and where we start. You get to ways to use diodes and transistors later after you understand the basics. The principles remain the same.)

Voltage does not pass through a light bulb - current does. Voltage exists across the light bulb. Knowing that, to measure the voltage across a light bulb with a voltmeter, place the voltmeter across the light bulb.
