Depending and i am a costa rican too living in Chicago!!! A special power of attorney called in spanish "Mandato especialísimo" one person represent you at costa Rican Court. A Costa Rican notary public, grant a deed, if he flies to New Jersey or You go to Costa Rica consulate at New York. You must choose one person in Costa Rica with "Mandato or Poder Especialísimo" and sue your husband on Costa Rica Family Court, located at your husband´s address.
