This happened to me. There was actually more dirt going into the pool when the pump was running. The problem: There were small tears in the filters and they had to be replaced. No problem since. By the nature of your question it sounds like you have a sand filter not a D E filter. Extend the run time on the pump so that the filter can do it's job 24/7. Maintain high chlorine residual, adjust pH. Once the pool has cleared greatly you then can cut back on the run time - to say 8 to 12 hrs. per day which wold be a normal run time to maintain quality water. I'll bet that you are only running the pump 2 to 3 hrs. per day thus the lack of the ability for the filter to do it's job.
