I received a letter from IRS for not filing State Taxes in 2008. The letter states that I owe them $276.09. I don't understand why I owe them $278.09, because in 2008, they owed me$2 and I was under the impression, it was my choice if I wanted to file or not, I figured $2 is not worth the hassle. I can not pay this "balance due" because I am going through a very difficult time financially, I am a single parent working a part time job, that does not pay very well.
