It depends on the state. In most states, they both have to be at least 16 and have parental permission. In Mississippi, they can get married with their parents' permission. They can also go to court and get a special waiver to get married because she is pregnant. The boy's Immigration status has nothing to do with whether or not he can get married.

They might be able to get married with their parents permition, but it doesn't mean they'll get Green Cards and later on become American citizens.
