There are no time limits for filing a Chapt. 13.
Sorry, but absolutely not. The person may be able to file a Chapter 13, which may not be the best solution but may be the only viable option. Bankruptcy is always break only meant as and intended to be used because of special circumstances.
If your bankruptcy was "discharged" in 2000, then yes. Discharged means it is done! If you are still in a chapter 13 bankruptcy, still paying the trustee--then no. If the trustee finds out about the CD, it will cause lot of problems.
