If downloading music is illegal why not go after Ares or LimeWire or the people who put music on them?

Because companies don't take it seriously unless someone other than themselves is benefitting. In the case of Limewire, maybe five different people put up versions of a song, and nobody is really selling it or using it. The crackdown comes when you download that song and use it in your YouTube video or play it at an event, where the music company could have sold you a license to use it. If the big company has found you and wants to make an example out of you, they can.
