Since you have already postulated the fantasy that the wind is blowing at the speed of light,

you might just as well go ahead and decide whether or not you want light to be able to travel

through it, then wave the same wand and make it so.

There's no evidence that motion of a material medium has any effect on the ability or inability

of light to pass through it, so a first pass at this sorcery produces the speculation that the light

would have no problem.

First light is not a mechanical wave and so its velocity will not be affected by the speed of any material medium.

Is it possibie to travel at the speed of light?

Nothing with a rest mass can travel at exactly the speed of light, it would take an infinite amount of energy. Light can travel at that speed because it has zero rest mass. Earlier Answer below So far, we don't know if a human can travel at lightspeed. However, it's easier to travel at the speed of light than to travel through time. New Answer: The problem I always had with the term light speed is that speed is relative. We may be traveling close to the speed of light right now in relation to some other object in the universe.

What happens to the speed of the light as it travels from the air through the glass and then through the water?

The light refracts due to the change in speed. The change in speed occurs because the light is travelling through a denser medium. So it will travel fastest through the air and slowest through the glass
