Separation in the military (used to be) SOP (Standard Operating Procedures). The US Military is not "as military" as it used to be; it's nearly half law enforcement and half military...so the Coast Guard and NG might bend alittle (with many new programs and loop holes available).

The Coast Guard is a fully federal force, assigned with the enforcement of maritime law and security. The National Guard is a partially state organized force (although ultimate authority rests with the federal government), and is a reserve component of both the Army (Army National Guard) and Air Force (Air National Guard). When called to active duty by the state, they are considered an "organised militia", and can be used to perform law enforcement duties.
