Unfortunately, you still have to pay if these are her grandparents. It is up to the grandparents to suggest to her that she pay something towards the children. If they are your grandparents then they can seek legal council and demand she too pay child support. The custodian of the children is entitled to the child support payments. The only way to keep the mother from getting the child support payments would be to have the grandparents petition the court for custodial rights - which could be extremely difficult, depending on your state.
You still need to pay the child support. Hopefully the parent receiving the money is handing the money over. If the grandparents are having problems, they need to contact the courts to make sure they are receiving the money.

Do you have guardianship? It sounds like (from your question) you are raising the child not the mother or father. If this is the case you need to file for guardianship which will then award you child support from both parents (regardless of whether or not they are incarcerated). If the mother is seeking support she can go to the state and they will impute his income (guess what his income would be if he were working) if he has no college education they will impute the income at the rate of 40 hours a week at minimum wage. The state will then do all of the legwork to have child support assigned and make sure he is served in prison
No, if the mother voluntarily gives cutody to someone else, she can no longer be paid child support because she no longer has custody of the child. What happens now is the father can obtain custody because he does have rights or the person who has custody and have legal guardianship can file for assistance in which child support can be included or filed.

I can tell you through my own experience. After consulting numerous attorneys I was told that in GA one has to have legal custody or guardianship in order to get child support. However, My mother was harboring my 17 year old runaway,since he was in her home and proof of legal custody is not needed, department of family and children services granted her welfare, they then forwarded case to child support. This is how I found my son. However I am still being sued for child support even though my son is back in my home and I am the legal custodial parent because my mother has not closed her welfare case.
