No.States, almost without exception, require you to have worked in the last 5 quarters (15 months) to even be eligible. If you have not worked since 2003 you are definitely outside the minimum time frame. You might qualify for Social Security (given age, and if worked for a period of ten years before retirement, etc.) but that's based on need, not earnings before losing a job.
