It's more likely to be a no. They really don't want to hurt your feelings so they say I don't know and hold back. Once they feel they can say no (or yes) they will. Just wait for the right time.
TIP: If you want to ask someone out, wait for the right time. Get to know that person so they will get comfortable with you. Once you feel that you've known each other good, wait for the right, romantic, moment and go. If that person says no, no worries you can always be GOOD friends.
