Fire departments. Police. Court Systems that incarcerate evildoers.
It means keep peace at home. It means that it is the federal government's job to keep peace within our borders by using the National Guard, police forces, and other means of control. These branches are not necessarily military, but are used like one when needed. The National Guard (a method of keeping tranquility) is the states' way of taking part in their right to have a militia. The police force is used to enforce the laws of a district, whether it be a city, state, county, or town.

The above is a common interpretation and, in my opinion, untrue. This is not what the founders meant. Domestic comes from the Latin word domus meaning house or home. In their personal writings the founders often referred to the blessings or happiness of domestic life. They meant their life at home with their families. They saw the family as the fundamental unit of society and its preservation (and freedom from government interference) as one of their highest priorities.

The phrase 'to ensure domestic tranquility' means that the federal government would have law enforcement authority to keep the peace. Since it is the federal government, however, the authority was restricted to law enforcement actions between and among States. The legal authority of the federal government never was intended to reach to the individual. By rule, the federal government's rules and authority are only to impact and deal with States, never individuals.
