NO, definitely not! India has only just joined the space-race and has yet to send a human being into space, let alone contemplate anything that ambitious. The furthest they have got so far is to send satellites up.
No manned mission to Mars is planned by any country for decades- it takes 8 months to get there, as oppose to the three days or so to reach the Moon, and this presents huge problems over how to keep astronauts alive and healthy during such a long flight there and back. Cryogenesis (deep-freezing someone in suspended animation) does not in reality work for longer than about 6 weeks maximum, so any space vessel that flew to Mars would have to be of enormous size, sufficient to carry enough food and other essential supplies to last for a mission that, in total, would take over a year. It would probably have to be built in space, in orbit around the Earth. Presidents and politicians talk up the idea of landing space explorers on Mars, but in reality this won't happen until the latter part of this Century at the very earliest. If, and when, it does, it will probably have to be a joint collaborative effort involving all of the world's space agencies- NASA, ESA, the Russians and the Chinese.
There is a lot of discussion of sending a manned mission to the planet Mars. Whether such a mission will actually be funded, remains to be seen.

Not yet; their space program is not quite that ambitious. They are sending a rover to Mars though for a three month mission. They anticipate sending it out in late 2020. They are also planning a manned Moon mission in 2036 or so.

Nobody knows when the first MANNED mission to Mars will take off. It may never happen. Several unmanned explorers have already reached Mars. As of March 2011, there is no project in progress, no funding, no budget, no plan, and no schedule for a manned mission to Mars.
A good thesis statement for a research essay titled, "Is it worth the risk and expense to attempt a manned mission to Mars", could be, "The knowledge and strategic advantage of a manned mission to Mars far outweighs the cost and risks".
There are presently no missions ongoing to visit the moon. The last manned mission was Apollo 17, in December of 1972. The next (proposed) mission is in 2020, with a mission expressed (hoped for) by India. (Former president Bush planned a moon landing in 2019, but that mission has been canceled in favor of a manned asteroid landing by 2025 and a manned Mars mission (orbit only) in 2035.)
