So all of Portugal is farther south than any place in a strip of Spain north of it, and a strip of southern Spain is farther south than any pace in Portugal. I have an analogy that I know won't be understood by the person who posted this question, but others who happen to be passing through may appreciate it. That depends on what you mean by "near." Basically, France is between Spain and the UK. Spain is much nearer to the UK than to Australia, but much farther than France, Portugal, or Morocco.
