No. A Taxpayer Identification number is issued by the IRS, an illegally constitued Federal agency to collect various taxes and fees (new Health Care Fee has been variously defined as a tax and a fee {legally a fee, but due to imposition, a tax}). This number is to be issued to anyone without a SSN (Social Security Number) and is not eligible to obtain a SSN, that is defined by the IRS as obligated to pay a tax or fee to the Federal Government (Treasury or other constituted agency). Usually non-US citizens.

A Social Security Number is defined by that agency as an identification number to be used to create a record of SSA taxed wages in order to figure the eligibility to Social Security benefits (and since 1974 the eligibility to SSI {Supplemental Security Income benefits [Federal Welfare] including benefits to disabled minors using income from parents in the SSI income calculation}).

An anomoly has arisen in the calculation of minor's SSI benefits when it was discovered that illegal aliens income was not retrievable or reported as the illegal parents of said minors were unable to obtain a valid SSN and therefore the minors eligibilty on income grounds was unobtainable. The Social Secuiry system has not yet obligated illegal alien parents to obtain a Taxpayer Identification number, nor has it reconstituted its computer records or interfacing systems to handle this data tag (although this can be manually input/placed on a minor's SSI record who has working illegal alien parent(s)), the agency does not require this nor encourages its eligibility workers to attempt to obtain or place this data on the disabled minor's record. The knowledge of the Immigration Law loophole allowing the child of an illegal immigrant born in the US to be considered a legal citizen (although the illegal parent or parents can legally register a foreign born child as a citizen of the parent's country of origin, this rarely occurs) currently allows such disabled children to collect SSI benefits in an unequal manner compared to a disabled minor with legal parents.

US citizens born abroad have that right through a little know State Department office in Washington DC {appears Obama's mother failed to do that [no known record of his birth certificate or record of live birth in US exists or has been verified by any legally issuing agency}. Both Hospitals in which it is claimed he was born in in Honolulu do not verify and have denied he was born at either site claimed.

The Social Security Agency states that the SSN was not created to be and is not authorized under any laws or regulations they maintain to be used as an "identification number". This agency leaves the use of this number for identification purposes to the groups that may want use it as ID. They claim and legally have no governance over its use in this regard or the acceptance or denial of "benefits" from any other private or public entity.

All of the above may be verified through the above referred to agency's websites, which are freely open to anyone who wishes to peruse same (with the exception of "black dot" pages not open to the public's perusal in order to protect each Federal agency's held information which may be used to defraud that Federal agency or another).
