There are two ways to read this question.

Aliyah: Immigration to the Land of Israel

This question is more of a practical matter than a question of Halakha (Torah-law), because the poskim (codifiers) have more than one opinion, and also because there are some essential Torah-considerations.

So, the short Torah-answer is: if you are (or intend to be) religious, then Yes, making aliyah to Israel is a mitzva. You should be aware that both mitzvot (Torah-commands) and aveirot (sins) are "worth more" if done in the Holy Land.

In Israel, there's less of a chance of intermarriage, there's less influence from non-Jewish holidays (etc.), and there's a certain (at least minimal) exposure to Judaism and its observances and history, even on the city streets. This is the complete opposite of the situation outside of Israel (which is one reason why I came here).

Aliyah: Reading a Section of the Torah in Front of the Congregation.

While having an aliyah is certainly an honor and desirable, it is not itself a mitzvah. Reading the Torah is a mitzvah, though.
