It was not designed for children, but was designed for adults and has not only adult language but words that are at the adult reading level. The strategy is also sometimes way above the childhood level and it is like a 12 year old playing Chess many can do it but few do it with the ability of adults. That said the number of kids already playing make the adult level of everything less of a problem than if it were actually restricted to adults.
It depends on the type of kid it is. If it is a kid who gets scared easily, then Call of Duty isn't the game for them. But if it's a kid who enjoys these type of games, then there should be no problem of them playing it.
