I have just the opposite problem.. I'm only getting very hot water coming out of shower head. What I've been reading is it's most likely the mixing valve/anti-scalding valve. As long as you are getting normal water temps and pressures from your sinks then you should either replace or repair the showers mixing valve. The best I can explain the way the mixing valve works is it uses the pressure of both the cold and hot water to limit the amount of either hot or cold water that it will let pass through it. If the valves don't slide properly do to dirt or any thing that may build up on the valve or valve seats then the mixer valve can't do it's job properly. Hope this helps Ken
Sounds like your water heater is not working. Feel around the hot water heater and the lines and pipes and see if it feels warm. Also, if it's an electric HWH, find the circuit breaker for it and see if it has tripped. If it has, turn the breaker OFF, then back on and see if that helps. If not, contact a qualified plumber to have a look at it.
If that's the only blocked faucet then you must take it apart and find the problem. Shut off main water first, then remove handle and then the cartridge. Most likely reason is the washer has come off and jammed, but other things can happen too.

I'm no plumber, but I would imagine that (if the hot faucet is giving you cold water) that the hot and cold pipes leading into the bathroom have been somehow switched.

Odds are that the cold water lines to the faucet you are trying to use are shut off but the hot water lines coming from the water heater are not. That is why you have hot water but no cold water.

Assuming that you tuned the faucet to hot and let it run until the hot water should have reached it, you may want to check your water heater and make sure that it is working.
If water is only drawn from the cold faucet, then no, the water heater is not involved. However, if water is drawn from the hot faucet- even for a few seconds- hot water IS withdrawn from the heater, and fresh cold water drawn in to be heated- even if the hot water did not make it all the way through the pipe to the faucet- and the water heater will work to heat that fresh cold water.

You have a cross connection on a faucet somewhere in the house. That means the hot is overriding the cold because of a malfunctioning faucet. Usually happens at the tub/shower diverter if it is a single handle.
