The Civil Rights Movement was an action to make sure the constitution was being upheld. Making sure that women, Spanish Americans, Native Americans, Black Americans (remember not all are from Africa) all have equal opportunity in jobs, pay, voting opportunities, etc - as white males. All of these people were born in America.
Legalizing aliens involves those from other countries who choose to live in America becoming American by taking an oath to defend the country and follow our laws. If they agree to the necessary terms then they have a chance to become Americans legally.
The primary difference is the Civil Rights movement was an action for American citizens working for equal rights. Legalization is to make someone from Another Country a legal American.
