Well, it depends on the circumstances. Paraphilia is a medical term meaning a sexual attraction to presumably non-sexual entities. A shoe fetish would be one example; sexual interest in prepubescent children would be another.
By "sexuality," I take it you mean sexual orientation, as homosexuality or bisexuality. Some people have mainstream sexual interests (i.e., heterosexual adult partners, one at a time) but also fixate on some accessory objects (such as the aforementioned shoes) activities ("water sports") or characteristics (partners of another race). As long as these don't overshadow "normal" sex, they would not be sexual orientations.
Or, as the shrinks say, "It's not a problem until it's a Problem." When someone cannot find sexual satisfaction except through a paraphilia, then it would be reasonable to call that his or her sexuality.
