We are traveling to St. Thomas in March 2008. I called the National Passport Information Center to ask if we needed passports. The representative said you do NOT need a passport to travel any US territories including St. Thomas. NPIC 877-487-2778.

No you do not but there are many misinformed Law Enforcement Officials who will attempt to persue you. Ignore them and run if necessary. If it comes down to a court case you will win even without a lawyer.
