This depends how you would like to define a "strong" economy. Brazil has the 9th or 10th biggest economy in terms of GDP yet its GDP per capita is horrible. The average Brazilian earns less than 12,000Reais anually (7,000 USD). Their goods to wages relationship in many areas is very bad. A computer can cost 1500.00 Reais but the minimum monthly salary (which many Brazilians live on) is only about 500 Reais (280 USD). Gasoline can cost 2R/liter or roughly 8R/gallon (4.50USD). A large percentage of Brazilians do not own cars or personal computers. The bus and an internet cafe is the norm for most Brazilians. Unemployment and underemployment is high.
On the good side, their national debt is roughly equal to that of their GDP. This is in comparison to the USA which has debt over 6 times larger than their GDP. Brazil also enjoys a strong trade surplus and is a major exporter. The USA is currently enjoying neither of those. (I compare the 2 countries because I am American but I have traveled in Brazil several times over several months and speak Portugues, etc...)
