Not necessarily that the white man is the devil. The devil is not relevant to race, gender, faith, or nationality or the like. Quran says (49:13)
يا أيها الناس إنا خلقناكم من ذكر وأنثى وجعلناكم شعوبا وقبائل لتعارÙوا Ûš إن أكرمكم عند اللـه أتقاكم Ûš إن اللـه عليم خبير ﴿١٣﴾
(meaning English translation):
"O mankind, indeed We have created you from male and female and made you peoples and tribes that you may know one another. Indeed, the most noble of you in the sight of Allah is the most righteous of you. Indeed, Allah is Knowing and Acquainted."
That means that it is only piety that ranks people and not color or race, or faith, or gender. There are true Muslims who are white and there are true Muslims who are black. Never in Islam people are ranked per their colors or races. God created people different in their colors, faiths, wealth, genders, and the like just to cooperate together for the benefit of mankind.

It is the belief of followers of all God religions that it is only piety that ranks people and not color or race, or faith, or gender. The Devil (Satan) is made from fire-a Jinn. He refused to bow to Hazrat Adam (AS) as was commanded by Almighty God. In spite of his being a Jinn, he had risen to the rank of Angels because of his worship. Anyhow, at heart he was a proud and self-conceited Jinn.
Now we have Jinns as Shiateen (Devils) among the Jinns and Men as well. Those who follow Devil are Devils. Those who lure human beings to the wrong path are devils, be they among humans or Jinns. (As described in the last Two Suras of the holy Qur'an.) Calling a white or a black man a Devil is sin. The criterion of rank is piety, as stated in Answer 1.

It is as racist to believe that Whites are somehow genetically-prone to being evil as it is to believe that Blacks are naturally inferior.
Whites are not the only people capable of mass atrocities, a general distinction of evil intent or behavior. The Armenian Genocide, Rwandan Genocide, the Genocide in Darfur, the Cambodian Genocide, the Indo-Pakistan Wars, the Iran-Iraq War, and numerous other serious and violent conflicts or massacres were perpetrated by non-Whites on non-Whites. This is not to say that Whites are better, only equally human.
Since no one is their flesh/ blood /bones/ hair/ or any of the what we see each other as in this test of life, I do not BELIEVE that evil is determined by the color of the the skin. Evil is determined by the soul [the part of us beneath the flesh that is unseen]. Evil is carried inside and shown only through words and behavior. I am African American, and truth be told i have been hated by other African Americans for no reason other than some of them thinking that i should "act like" i am black; but i do not fit my life inside of groups, I prefer to acknowledge other cultures and not limit myself from all the beauty that God has created and the education that is awaiting me from anyone that is wanting to teach me the positive things that they know.
