The first State Police in the US was the Pennsylvania State Police. Formed in 1905 by Governor Samuel Pennypacker to replace the Coal & Iron Police who were actually thugs hired by coal mine owners to control coal miners. Pennypacker wanted an independant law enforcement agency so no place in the Commonwealth of Pennsylvania was without proper fair police protection. The agency is still one of the finast in the US.
I only know about the state of Massachusetts. And yes in our state they have one hour to report the repossession to the police department in the town of which the car was taken.
It is not a state level requirement. Each town has their own bylaws which determine minimum acreage or other restrictions.
Ha, I HIGHLY doubt it. :) Actually its the other way around. The Mass State Police uniform was based on the WW 1 commissioned officers uniform.
