While the Silver Star itself was created in 1932, the Citation Star, created in 1918, was its predecessor. Veterans of World War I were eligible to convert the Citation Star, if awarded, to the Silver Star. I know because my grandfather converted his Citation Star for Gallantry in Action to the Silver Star. However, the U.S. government kept very poor official records on this award and you may have trouble finding your WWI veteran's name on a list of recipients.
There is NO LIST of WWI recipients, because the award did not yet exist. The Bronze Star Medal was established by Executive Order 9419 on 4 February 1944 .

There were 6 military medal winners from the King's Regiment in World War 1. The winners were Ernest Hayes, Lt H.W. Gudgin, Phillip Toplis, Francis Scollay, Walter Hidon, Edwin Arthur Wilson.
There are many websites (some official) that list all Medal of Honor recipients. Do a websearch by simply typing in Medal of Honor. I suggest this only because there were 96 recipients from WWI - TOO MANY to list.
Thousands of service men were awarded this medal. It is impossible to list all winners in this space. The Military Medal was created in March 25 1916 by King George V. It was awarded to the ranks and NCOs for Bravery In the Field. Although it was created in 1916, it was back awarded to the beginning of the war.
