Im not sure , I have often asked myself the same question as my wipers are the same and half the darn time they dont work. The radio problem was gotten around by directly wiring it into the cigarette lighter, works great just remember to turn it off before leaving the car. Friend of mine told me to try replacing the wiper relay ,should cost around $15 to replace.
Keep jiggling the steering wheel back and forth.
Defective or out of adjustment neutral safety switch.
You may have a bad ignition pig tail. It is in the steering column behind the ignition switch.
Try jiggling the steering wheel a little, press your brake pedal, and make sure your car is in PARK.
When the radio is not working lots of other stuff doesn't work either. Try jiggling the keys in the ignition---or pressing back on them in the ignition.

Try jiggling the steering wheel while turning the key. Sometimes if the wheels are slights turned when you shut it off the steering wheel is pressed against the ignition switch inside the column. If that doesn't do it you probably will need a new key.
