It's possible, but not common.
Usually writer's block is temporary, and dealing with some of the stress in your life, or just doing some simple exercises can get you out of it.
Some of the things that can help are to write anyway, about *anything* ... something unrelated to whatever your main project is.
Write a silly, really badly-written poem.
Copy pages from a favorite novel, even... then start changing it a little bit.
Do a writing project with someone else where you write a couple of paragraphs and then have the other person write. Let go of the need to control the plot... don't question the decisions made by the other writer... just go with his or her decisions and challenges.
Sometimes these things can snap you out of it. Just regaining the perspective that writing is fun, and not a chore, can sometimes relieve a lot of the pressure that is usually behind writer's block.
