My 2004 Jeep Grand Cherokee AC only works on high does anybody know why the AC won't work on low or medium?

Assuming that by "high," "low," and "medium" you are referring to HVAC blower fan speed and that this happens with heat as well as with AC:
Replace the blower resistor. It's no good.

Try replace the resistor. It's locate pass.side under dash by fan blower with one plug and two bolts.
