My daughter's Border Collie had this problem, plus hot spots & excess coat shedding. These efforts worked well, since it related to his diet. Each dog is unique, some trial & error may be needed. However, it takes about a month of continuous & consistent use, & with a consistent use of a premiumquality dog food. If you change the foods or any of the remedies intermittently, it will interfer with their effectiveness. Also, after a prolonged (months/years) use of any one product, the pet may become allergic to it & you might need to switch it. Please resist the temptation to switch about more than one product + too-often switches. It can become expensive, mess up your dog's system, & distort the results.
Treat for fleas, Allergies to them cause excessive itching. Adams flea spray works well. If an outdoor dog, treat his area(s). Change out his bedding & treat his house or box. Bathe but only with a good dog shampoo, never human-use soaps/shampoos which are too drying. Also, check for internal parasites & treat accordingly. As always, read & follow directions & warnings; & do NOT do too much at one time, space it out.

More ideas which I've found very helpful: Eliminate wheat & corn based foods, sugar, artificial coloring & flavors, that includes treats/chews, & all people-food & table scraps. You could cook fresh rice, chicken or lamb, with rice, carrots, celery, green beans. A little Brewer's Yeast & garlic powder sprinkled over dry food w/Dreamcoat is great & dogs love it. Currently we use PMI Nutrition Exclusive brand dry dog food. Also, premium dog food requires much less per serving & less feces result, because it's more nutritious & utilized by the body - follow package directions.
