the problem is that the 30 amp fuse that on the junction block #1 has blown. j/b #1 is located on the side of the fuse panel on the drivers side of the interior. you'll need to remove the lower panels that are under the steering wheel and move the floor vents ductwork out of the way. you see three different fuses(the square type with the clear view covers). two are 40amp andone is 30amp. that should fix it. also make sure that you check the 20amp fuse in the engine compartment box if the interior lights are out as well.

Have you checked the fuses? There could be a couple of fuse boxes in different locations. Look on the lid for the specific location & amperage.
Could depend on the age of the vehicle, but most likely a problem with your clutch, but it's more likely that it's your transmission, have everything checked out to make sure everything's working properly.

If you live in a humid climate it just could be condensation in the exhaust or it could be oil sepping into the combustion chamber and being burned on start up. If you have high milage I would get it checked out by a dealer.
Was the voltage to the compressor clutch checked? Not knowing how thorough the under-hood check was, it sounds as if the compressor is not engaging. The causes for that are varied, but it is an electronically controlled event.
