A phrase first written by Gerald Seymour in his 1975 book Harry's Game

The book is about a British cabinet minister who is gunned down by an Irish Republican Army (IRA) assassin (Billy Downes), who escapes to Belfast's Catholic community, and an undercover agent (Harry Brown as Harry McEvoy) is sent to track him down before he can kill again.

The book introduced the phrase, not familiar before the '80s, "One man's terrorist is another man's freedom fighter." The troubles in Ireland between the Protestant Unionists (British) vs the Catholic Nationalists (Ireland).

To the Irish Catholics, the British Unionists are the terrorists, and the IRA are their freedom fighters. Though, to the British Unionists, the IRA are the terrorists.

Same can be said about the Israelis and the Palestinians today. And the West vs the Middle East.

A: Basically, if i pick fox hunting as an example. One man, he is a terrorist, he terrorises the hunters and sabotages their hunts, they hate him! However this terrorist, he fights for freedom for the foxes ! So... this one man is one persons terrorist, but also another persons (or foxes) freedom fighter, so in every aspect you have to look on the other hand as well.

Another example could be Napoleon Bonaparte - for some, he was a maniacal mad-man bent on world domination, but for others, he was a glorious revolutionary who's great goal in life was to remove monarchical tyrants and replace them by spreading a new system that handed power to the people and allowed them to choose their own paths. What is psychology of terrorism?

I presume you're asking about the psychology of a terrorist. They say that one man's terrorist is another mans freedom fighter. Presumably as they see it, they're doing the right thing and that what they're doing is good either directly or the bad they cause will serve the greater good. Nobody sees themselves as the bad guy.

What is the UK policy for helping underdeveloped countries to counter terrorism?

Only the UK government can really tell you what the current policy on counter-terrorism is. There is a saying 'one mans terrorist is another mans freedom fighter'. There is also a saying 'Those who do not learn the mistakes from history are doomed to repeat the mistakes of history" Both of these saying seem to mean that people will only tern to 'terrorism' if all else fails

Are terrorists human?

Yes terrorists are as human as any other human. If someone is a terrorist is quite simply a point of view thing. Theres an old phrase: "One mans terrorist is another mans freedom fighter" To people of the western world, members of Al-Quaeda and the Taliban are terrorists, yet in other parts they are an army standing against the west. Don't get me wrong I've served in the forces out in Afghanistan, so I have no sympathy for their fight, but the point needs to be made. To put it another way. In 1986 America bombed Libya. Now I deplore the actions of Ghadaffi in Libya, yet in 1986 the American aircrews bombing Tripoli could be thought of as terrorists from the right perspective. Each person carrying out an "act of terrorism" believes they are doing the right thing, weather it really is terrorism is up to you as an individual to decide.
