If you mean could they have prevented the war, and should they be blamed for it, today many would say yes. But if you are one of them, then you are judging people from a different time using today's standards.
To understand the situation, you would have to research what it was like in the early to mid 30s. The world was still trying to crawl out of the great depression. Many did not have work and could not support their families. Plus France and Britain had suffered serious loss of life during WWI and they did not want to repeat that if at all possible.
The Versaille Treaty was harsh on Germany, so when Hitler came to power, many were willing to overlook Germany, because they thought it was only fair for Germany to regain her proper standing in Europe.
As for Russia, remember it was the Soviet Union. This was another totalitarian regime. Under Stalin, the Soviet Union knew that the Nazis were they ideological nemesis. They were destined to fight.
Stalin knew the non-agression treaty was a farce, but he intended to use it to get his nation ready for the coming conflict.
Could Britain and/or France stopped WWII, if they had stood up to Hiter? Yes. Should they be blamed? No. The conflict that has been happening in the Congo has seen 4 million people die. This is another Holocaust. In the future many people may be asking this same question about the USA, why did we not stop this? There are many reasons why we have not gotten involved. Are they right? That is debatable. The end result is there is another Holocaust brewing and we the good guys are doing nothing about it.
