If you know who the mother is find out by her what adoption center she gave the girl to and they should be able to tell you where she is and let you see her
Hopefully the mother has talked to the daughter before menstruation begins, so the daughter doesn't think something is wrong with her. After that the mother should tell her daughter to let her know when she notices any bleeding and have pads or tampons ready for her daughter to use.

IF the daughter signed some type of contract or agreement stating she was responsible for the mother's bills, perhaps. If the daughter was named Executrix of the mother's will, yes it would be appropriate. If she was not, she should tell the lender she has no obligation to pay the debts of the mother's estate and to contact the Executor of her mother's will (or the Probate Court if she died intestate).
