Subaru has been building the Legacy Outback since 1995. Many changes in the control systems have occurred over those years. Newer models do not have a separate cruise control system, it is controlled by the ECM. On those models the cruise control is deactivated when the check engine light is on. Chances are you also have a "check engine" light. This is an effort by Subaru to nudge you into getting the problem diagnosed and repaired. I just bought my third Subaru, a 2007 Outback and just discovered this feature." All of my Subarus have spent more time with the light on than with it off and I find losing the cruise control to be terribly inconvenient. The Chevy Cavalier cruise control fuse location is dependent upon the year of the automobile. The cruise control fuse will be in the fuse box. The exact location will be on the inside cover of the fuse box.

The 2000 Lincoln Navigator cruise control fuse can be found in the fuse box. The cruise control fuse will be in the first column, second from the bottom.
The standard location of the cruise control module is on the steering wheel. In 1993 some models have a side arm that houses the cruise control module.
It could be the oxygen sensors, or some other part of the emission control system (you should have a sticker about this on the underside of the hood). However, because the cruise control light is flashing its more likely that it is some sort of electrical issue.
If you're having problems with your cruise control, I would suggest that you check into your Subaru's transmission and engine error codes to see what it's returning if anything. Many times the problem with the cruise can be diagnosed by the vehicle itself. The car will not allow the cruise control to function if it knows about a specific problem, which will be given in the error codes. I don't know what year subaru you have, but look into getting both the engine (check engine light) error codes and the transmission (power light) error codes on your Legacy to see what they're returning. My speed sensor was out on my Subaru. Once I found the problem in the error codes, I swapped it out and my cruise worked just great.
The main one for the cruise control is fuse f2.17 It is a 15 amp fuse. I hope that helps.
