The Engine Cooling fans on these vans are controlled by the engine computer. What has probably happened is that the computer has detected some kind of problem related to the Engine Coolant Temperature sensor. The engine computer also controls the temperature gauge, based on sensor and other "programmed" conditions.

Either there is an issue with the sensor itself, the wiring, or perhaps a stuck open thermostat. I had a thermostat that was stuck open, and during the winter months (it doesn't really get all that cold in my area), the engine would take a LONG time to heat up. The programming in the computer tracks how long it takes for the coolant to get up to "normal" operating temperature (at least 170 degrees F), and will set a diagnostic code if it doesn't get hot fast enough. It will also turn the fans on all the time, and place the temperature gauge at its minimum level until that code is clear.

What I would do is connect the van to a code reader or scan tool and check for any stored codes. If you find one related to the thermostat or the coolant temperature, then clear the code and see if the fans turn off and the gauge go back to operating properly.
