Not to sound negative or paranoid (well... slightly paranoid), but depending on where you live, who your friends are, and who your parents are, don't tell anybody.
I myself am a 17 year old TG, and I'm open to almost everybody but my parents.
My dad has expressed a extreme dislike for people in the GLBTG community, and I doubt he would react very well upon hearing his son is actually his daughter.
What I suggest you do is figure out if you have any friends that you could trust with your life, for if the news gets to the wrong person, it could very well BE your life on the line.
Talk to some of these friends, and subtly introduce the concept of crossdressing to them via manga, anime, television, or a story you made up. Something like "So, I met this guy last week, but it's kinda interesting, at first I thought he was a cute girl! GO FIGURE!"
If they react in a way that you find positive, then I'd sugget you try to muster up enough courage to tell them. I told my best friend to her face, but it was WAY hard. You might try something like IM or e-mail, if you want.
And although this is a HORRIBLE thing to do and a terrible way to base a friendship, if you know that there might be a girl in your circle of friends who has about the same basic size and shape as you, and who is a bit more on the open-minded end of the spectrum, you might try to become better friends with her and let her know about your "hobby". If you're lucky, she'll be the type to say "REALLY!?" with a big michevious smile. You may luck out and she may be willing to help you dress up.
Of course, if you're looking more to build a wardrobe fro yourself, you need to find a place to hide anything you don't want found. I have a large drawer under my bed that is ridiculously difficult to open, and so I shove all my clothes in the back, behind everything else. So, find yourself a place like that, where you're liable to loose something for years, and then start browsing your local Goodwill store or the equivalent. You can usually pick up some really cute clothes for pretty cheap, and I've been known to find (although, not been able to buy at the time :P) stuff from name-brand stores and really cool stuff from places like Hot-Topic.
I hope my advice helps you out, and if you've already figured this all out, well then... GOOD ON YA!
