That means the solenoid IS working, but power is too low to turn the starter. Check and if necessary clean or tighten the battery terminals. If still the same, charge your battery on slow for at least 12 hours, or get another battery.
Possibly the starter, possibly the solenoid... fortunately, they're both replaced when you buy a new starter.
The battery could be (almost) dead, or a battery cable could be lose. I would start by verying these. Also could be:
Seized engine
Bad starter
Bad starter solenoid

start with checking the battery, next check the solenoid,next check the starter motor.then check ignition switch
If wiiggling some cables or wires helps to start the car, look for a loose connection or corrosion where the cables/wires connect to.
Bad battery, starting motor or both.
It could be a dead battery.
