It really depends on your definition of 'effective'. Many people lost their way of life in the face of European colonization. So in one regard, it was effective since the Europeans achieved what they wanted- the homogenization of the world. However, on the other hand, there are still cultures out there that are not Eureo-centric. Plus, the white man's burden is often considered racist and imperialistic today, as the Europeans denigrated, mocked, and abused non-white culture to fulfill the white man's burden.
